HOW could Havok’s plasma hula hoops of death set a bunker on fire and fucking cut a METAL statue in half, but when he hits Riptide with a whole bunch of little plasma hoops Riptide doesn’t even get scratched!!!?? he just gets thrown up againt the sub!!! sorry. but this has been bothering me since like the first time i noticed it!! :/ thoughts?

The suit that Hank made Alex allows him control his power and dissipate the extra energy. So as he practices, and gains more control/understanding of the suit (as Hank said, the one we saw in the bunker was just a prototype), he could start to use more/less plasma when he fired it off. 

In comic canon, Alex learns how to control his power enough with a suit that he can merely cause a headache with his plasma—so its not implausible that the suit allows him to control himself enough in the movie as well. 

That’s why he doesn’t kill Riptide. Alex was looking to stun, not kill—and he could control his power enough with the help of the suit that he released only *just* enough to do that.
